There are two types of houses in the legislature of any state, the upper house is called the Legislative Council and the lower house is called the Vidhan Sabha. The Legislative Council is a permanent member of the State Legislature, so it cannot dissolve the House.

In which states of India is the Legislative Council present?

In some states of India, the upper representative assembly of democracy is called the Legislative Council. At present, how many states of India have Legislative Councils, their names are Bihar, Uttar Pradesh, Andhra Pradesh, Karnataka, Maharashtra, Telangana. Apart from this, Rajasthan, Assam, Orissa have been fully approved to become the most legislative council members in the Parliament of India.

How is MLC selected?

The election which is held for the members of MLC i.e. Legislative Council, it is indirect i.e. there is no presence of general public for this election. Rather, the election for MLC members is done by the members who are elected by the people by giving representative votes. 

One-third of the members of the Legislative Council are elected by the members of the Legislative Assembly together with all the MLAs. One third of the members are elected by the representatives of the public such as the members of Municipal Corporation, Municipality, Panchayat Samiti.

Apart from this, 1/22 members are selected as graduates and 1/12 members are selected by the state teachers. All the remaining members are elected by the Governor. For example if you want to select 100 MLC members from Uttar Pradesh

So in that 38 members are elected by the MLA and 36 members are elected by the representative of the public, 16 members are teachers and graduates and 10 members are elected by the governor.

The election of MLC is not the symbol of the party, that is, there are no elections in MLC elections, rather it is necessary to write the first priority in front of the MLC candidate in the election. The MLC candidate who gets the highest priority wins the election.
